Here's AT&T's official statement on the matter:
Beginning Sunday, April 8, we will offer qualifying customers the ability to unlock their AT&T iPhones. The only requirements are that a customer's account must be in good standing, their device cannot be associated with a current and active term commitment on an AT&T customer account, and they need to have fulfilled their contract term, upgraded under one of our upgrade policies or paid an early termination fee.

That's great news for At&t iPhone customers . After reading your entire article I Submitted a request to AT&T to unlock my iPhone 4 . But ,they rejected my request saying I need to wait until my contract is Over which is two years . So,I searched many sites and found Remote Unlock Service to unlock iPhone 4 for reasonable price in SimpleUnlocking.com . I got the service and unlocked my iPhone 4 . They also provide Remote Unlock Service for other models of iPhones(GSM) like iPhone,iPhone 3G,iPhone 3GS,iPhone 4S,iPhone 5.
